HR Consultancy Services

The HR Consultancy Service provides comprehensive, professional bespoke school HR advice, guidance and support on a wide range of HR issues contributing to overall school performance, and impact on the quality of teaching, learning and outcomes for pupils.

Included in the service

This service provides a responsive and effective HR consultancy service for Headteachers and governing bodies:

  • 24/7 electronic access to HR policies and procedures and other key HR Documents
  • Schools HR consultancy triage service to ensure that enquires are dealt with as quickly as possible by HR professionals
  • On-site support & advice on handling HR issues, including attendance at meetings with Headteachers (or other senior staff), governing bodies and trade unions, both within and outside of schools hours, as required
  • Telephone advice and guidance, 8am - 6pm term time / 9am - 5pm during school holidays (service via mobile phone can also be provided)

HR consultancy advice and guidance covering areas such as:

  • Disciplinary, including
    - Handling safeguarding and child protection concerns
    - Bullying and harassment
  • Management of sickness absence, including
    - Disability discrimination and reasonable adjustments
    - Effective management of stress
  • Performance capability including
    - Concerns raised as part ofperformance appraisal process
    - Application of performance capability procedure
  • Grievance - individual and collective
  • Legal advice and guidance, including
  • - representation at employment tribunals
    - Negotiating settlement agreements/Cot 3 with employee solicitor
  • Redundancy - individual/collective
  • Restructuring
  • TUPE transfer
  • Application of schools’ HR Policies and procedures
  • Terms & conditions of employment

  • Provide up-to-date HR policies procedures which have been collectively consulted, and which reflect best practice in line with education/employment legislation
  • Statutory collective consultation process with professional associations/trade unions on key HR issues affecting Wirral schools

Further information

On request we can provide:

  • An experienced HR professional to undertake investigations on behalf of the school, including interviewing witnesses, preparing an investigation report and presenting the ER case at any resultant hearing
  • Undertake job evaluation to establish pay and grading for newly created school support staff posts
  • Mediation and conciliation to assist in the quick resolution of workplace disputes between employees by an ACAS (Advisory, Conciliation and Arbitration Service) trained mediator
  • Advice and guidance on workforce planning, talent management and succession planning
  • Access to a wide range of high quality e-learning and development programmes delivered via PC, laptop, tablet and or smart phone, at a time and location to suit your staff, in or out of the school day

Quality Assurance

All HR Consultancy staff have the knowledge, skills, experience and where relevant professional CIPD (Charted Institute of Personnel and Development) qualification.

All Wirral Council HR consultancy advice and guidance is underwritten by professional indemnity insurance. We will seek regular feedback from Headteachers, and where relevant governing bodies, on the quality of advice and guidance provided.
