Health and Safety

This service complements and exceeds the Councils statutory duty to assist Governing Bodies and Headteachers in their compliance with relevant health and safety legislation, national standards and best practice. The service provides unlimited support and assistance to the school or academy.

There is also 24/7, 365 days support in the event of an emergency via the Council Control Room. We understand that schools are in a specialist environment where health and safety needs to be managed in a practical way. The services and benefits take into account the requirements of the DfE and Ofsted, as well as the requirements of health and safety legislation.

This highly valued and reputable service is delivered by the councils in-house health and safety professionals. They have many years’ experience of providing guidance and assistance to Wirral schools and have all reached Safety & Health Practitioner status through the Institution of Occupational Safety and Health (IOSH). This status also ensures that they are all enrolled on Continuous Professional Development. A number of the team are also members of the IOSH Education Group and undertake training specific to health and safety in schools.

Management Support and Advice

  • A framework for a robust health and safety management system via school specific policies, arrangements and regular updates on new/changes to legislation, national standards and best practice
  • Advice and guidance on health, safety and welfare
  • Monitoring performance through a comprehensive audit programme
  • Regular bulletins on all aspects of national and local school specific issues
  • Subscription to the CLEAPSS school science service including Radiation Protection Adviser
  • Provide advice and support to the school regarding legal and compliance issues with relevant authorities
  • Working with trade union and professional associations/safety representatives
Audits/Site Visits
  • Support for new Headteachers and site visits at the request of a Headteacher/business manager Audits and fire risk assessments with full reports and action plans to help you manage safety in your school
  • Help with OFSTED inspections
  • Reasonable adjustments- advice and guidance assistance with risk assessment
Monitoring and Investigation
  • Accidents - professional support investigating serious accidents
  • RIDDOR reporting to enforcing authorities (non-academies)
  • Advice with FM non-conformities
  • Annual courses for Headteachers; Governors; caretakers/premises officers and cleaning staff
  • Training, tailored to your school/setting. Safe use of ladders, manual handling, risk assessment, infection control
Emergency Planning Support
  • Emergency planning guidance and support for schools and academies including model emergency plans. Emergency support from the duty mobilising team 24 hours a day, 365 days a year

  • Support with Merseyside Fire and Rescue Service audits and liaison with internal and external agencies
  • Identify strengths and weaknesses of the schools safety management systems and provide practical advice to help achieve and maintain high standards
  • Practical guidance and solutions tailored to suit your setting
  • Assisting Headteacher to support employees in the workplace, ensuring compliance with the Equality Act 2010
  • Advice to help prevent recurrence of similar incidents and help to reduce accidents in the workplace
  • Support compliance with relevantlegislation, national standards and best practices
  • Support the school raise awareness of all staff regarding hazards and risks associated with their work and their roles and responsibilities for health and safety
  • To proactively support and assist the school in remaining operational
  • Access to wide range of professional services both internally and externally to minimise disruption
  • Escalate issues to reduce disruption and closure of school/academy

Further information

Where necessary the Health & Safety team will liaise with other council delivered services that schools purchase, e.g Occupational Health, Schools Employee Relations; Risk & Insurance, Asset Management; ‘Edsential’ (Learning outside the classroom, Safeguarding etc) to ensure that you receive as co-ordinated a response as possible.
